Because they recognized that it is the responsibility of the State and Federal Government to create and pass Gun Laws. The City of Chicago and Oak Park, paid out millions of dollars in the loss of their Handgun Ban in the McDonald Case. The Evanston , Morton Grove and other handgun Bans disappeared overnight. Chicagoland needs to understand that 49 other states have Conceal Carry and there is no shoot outs or bloodbath killings caused by CCW License holders. Over 500 Murders were committed in Chicago by NON-CCW License holders last year and only one murder was committed with a rifle.
