During last week's Winnetka Caucus annual town meeting, residents narrowly voted in a $41 million stormwater management program, instead of forming an advisory referendum that would measure local support for the plan, the Chicago Tribune reports.

"We've talked about it, and talked about it, and talked about it," longtime Winnetka resident Sue McDonald told the Chicago Tribune. She was pleased with the proposed plan to fix Winnetka's flooding problems instead of forming the advisory.
