Winnetka Police Blotter: Fare Skipper Leaves Wallet in Cab
A summary of incidents reported from Aug. 23-26.
The Winnetka Police Department provided the following reports. In all incidents where an arrest occurred, a charge is merely an accusation and not evidence of guilt. The arrested person is presumed innocent until proven guilty in a court of law.
Aug. 26
Cannabis activity – A 15-year-old boy from the New Trier township area was cited for possession of cannabis at 11:09 a.m. His court date is scheduled for Sept. 30.

Traffic arrest – Paul Daniel Elsbree, 45, of Wilmette, was arrested on a charge of driving under the influence of alcohol at 2:58 p.m. He was also cited for illegal transportation of alcohol. Elsbree was taken into custody after authorities received a report of an impaired driver in a parking lot on Ridge Avenue. Elsbree's court date is scheduled for Sept. 21.
Aug. 24
Theft of services – A cab driver reported a passenger left his taxi without paying at the intersection of Green Bay Road and Winnetka Avenue at 10:30 p.m. The man also left his wallet in the vehicle. The passenger was located in the area by officers and restitution was made at the scene for $60. The wallet was returned to its owner.
Traffic arrest – Jose R. Cortez, 23, of Glenview, was arrested on a charge of driving without a valid driver’s license. He was also cited for failure to wear a seat belt during a traffic stop in the 300 block of Green Bay Road at 4:08 p.m. His court date is scheduled for Sept. 30.
August 23
Criminal damage – An officer discovered graffiti in the abutments above both the underpass areas at 199 Green Bay Road. Public Works was notified for removal. The repair costs are estimated at $150.
