Quinn to Sign Boating Safety Legislation Inspired by 10-Year-Old's Death

The rules were spearheaded by State Sen. Julie Morriosn, whose nephew Tony Borcia was killed while tubing two years ago.

Gov. Pat Quinn is expected to sign three boating safety proposals into law this summer, according to a Daily Herald article. 

The safety proposals were inspired in part by the death of 10-year-old Tony Borcia, a Butterfield School fifth-grader, who was enjoying a day on the lake with family and friends on July 28, 2012, when he fell off of an inner tube and was struck by a boat and killed. 

The proposals were spearheaded by State Sen. Julie Morrison, who was Borcia's aunt, and will require boaters to fly an orange flag while towing a water skier or tuber, require some boaters to take safety training before operating a boat and would allow the seizure of a boat under some circumstances, the Daily Herald reports. 

David Hatyina, 51, of Bartlett, was sentenced to 10 years in prison on a charge of aggravated DUI following Borcia's death, according to the Chicago Tribune. The accident occurred after Hatyina had been drinking and had taken "a small amount" of cocaine while boating on Lake Petite near Lake Vila, according to the article.

Confusion.. Why is it that the upper level gets a law passed, when this type of stuff happens to the citizen all the time.. Every third boat on the lakes and rivers in the summer has booze on board, open and being drank by boaters. You can not have open liquor in a car, why in a boat? FLAG, a drunk isn't gonna even see that flag, much less a little head bobbing in the water.. You want to ban death, ban boats, or water.. Both of which are impossible..

Sadly enough, I agree with Dennis. I boat on the chain weekly. The orange flag is pretty much a joke, we don't need a law for that. Does this mean we will start ticketing people without flags instead of the DUI boaters? People who boat there need to know the lakes and when to pull skiers and when not to. There are many safe areas and times throughout the chain every day.

Unemployment is down. Stock market is booming. Wheezy (McCloud) is still complaining about anything progressive. Even the NRA had a brief moment of clarity the other day until they took it back. Proof that there's still hope.
