Village Council Dismisses Public Voting Over $41.5 Million Tunnel?

I just read the cover story in our local "Winnetka Current," and frankly was taken aback.  Shocked is a better word.  I'm not an attorney, but I thought -- (was I wrong?) -- that if the public votes against an issue, the Village Council is supposed to abide by public opinion.  Otherwise, why take a vote?  Our village voting rejected the construction of a tunnel to alleviate flooding.  Other options could be researched.  Instead, President Gene Greable felt he didn't need to abide by the majority vote in our village.  Instead, the Village could take matters in their own hands.  Is this democracy?  And how did Village President Gene Greable have the appoint a trustee quickly -- without public input, simply because he wanted his selected candidate to join the Village Council?  I don't get it...

I'm not an attorney, but I believe in democracy.  I thought our village was supposed to respect public opinion.  Is Winnetka now headed into a dictatorial government because our opinion no longer matters -- despite what a referendum indicates?  

Perhaps we're no longer living in Winnetka, folks.  This seems like we're in "Greable Town."  What are we headed for?
